Strategic Plan UPDATE 2010 - 2011

Our Mission Statement
The Solano County Office of Education provides effective leadership and services that support the community in its effort to provide equal access to the highest quality education and ensure a positive outcome for every Solano County student.

Critical Issue One
Students face social, emotional, and academic challenges that require focused support to ensure equity of educational outcomes.
Initiative
Develop and support interventions and programs that keep all students engaged in learning.
Actions
Engage partner agencies to identify, implement, and support effective prevention and early intervention strategies emphasizing the implementation of the following:
  • Direct Targeted Behavioral Support via small group or one-on-one counseling
  • Juvenile Multi-Disciplinary Teams for the purpose of supporting at-risk youth
  • Transitional Partnership Program at the Juvenile Detention Facility
  • Highly structured learning environment opportunities including Alternative Education, Career Technical Education, and Special Education
Increase collaboration between existing programs, departments, school districts, and other agencies to maximize our effectiveness to positively impact student outcomes including the following:
  • Online Independent Study Program
  • Foster Youth and Homeless Education services
  • Partnership with Health and Social Services

Critical Issue Two
In an increasingly complex environment, continuous, effective leadership is essential.
Initiative
Build capacity among the educational community to strengthen and sustain leadership for the purpose of creating positive student outcomes.
Actions
Assist district leadership teams to build networks of support across district boundaries to address myriad challenges, including the following:
  • P-16 Council
  • Categorical Program Monitoring
  • Career Technical Education program assessment
  • Countywide plan for serving expelled students
  • Juvenile Multi-Disciplinary Teams
  • Technology planning
Provide professional training opportunities that support the system-wide leadership capacity which contribute to closing the achievement gap with a focus on:
  • Effective instructional strategies
  • Sustainable effective leadership skills

Critical Issue Three
Due to the financial crisis in educational funding, there is a need to engage in proactive strategies to manage existing resources and seek new funding opportunities.
Initiative
Advocate for funding increases, lead collaborative partnerships to maximize available community resources, and develop positive financial strategies.
Actions
Advocate for funding increases, lead collaborative partnerships to maximize available community resources, and develop positive financial strategies.

Update federal and state legislative platforms in support of stable funding and increased resources for school improvement, special education, E-rate, and facilities

Engage district business administrators and other partner agencies to develop opportunities to share fiscal and human resources to mutually support facilities management, fiscal services, human resources, maintenance, technology, and transportation services

Support districts in developing a budget process that aligns fiscal resources with district-identified priorities

Continue to engage in an internal budget development and monitoring process that aligns fiscal resources with county office-identified priorities

Our Strategic Plan
The Solano County Office of Education updated its strategic plan in 2008 with the assistance of staff members and representatives from the community including students, teachers, administrators, school board members, union representatives and government agencies. With the collective wisdom of all stakeholders, our new strategic plan was created.

Three critical issues were identified by the stakeholders as significant challenges or opportunities that must be addressed if student outcomes in Solano County are to improve. A strategic initiative was designed to specifically address each critical issue in an effort to improve the school and career success of students. Action plans were then developed with specific objectives, action steps and assignment of responsibility for implementing each strategic initiative.
