Quality Counts Program Ratings
In Solano County’s quality rating and improvement system, Quality Counts, child care and preschool programs are rated and earn points for various elements of quality, such as teacher-child interactions, teacher-child ratios, and teacher qualifications. Formal assessments are conducted with each program, as part of the rating process.
All the child care and preschool programs listed are part of Quality Counts in Solano County, a program that offers training, coaching and quality improvement incentives to help child care programs provide young children with high quality early care and education.
Programs are rated within a range of Tier 1-Tier 5, and the QRIS ratings are valid for two years.
Tier 1 – Licensed and in good standing, meets minimum standards of all rated elements
Tier 2 – Same as tier 1, plus implementing quality standards
Required point range: Centers 8-19, Family Child Care Homes 6-13
Tier 3 – Same as tiers 1 and 2, plus mastering quality standards
Required point range: Centers 20-25, Family Child Care Homes 14-17
Tier 4 – Same as tiers 1-3, plus exceeding quality standards
Required point range: Centers 26-31, Family Child Care Homes 18-21
Tier 5 – Same as tiers 1-4, plus exceeding quality standards
Required point range: Centers 32+, Family Child Care Centers 22+
