Solano UPK Early Learning Alliance

The Solano Universal Prekindergarten (UPK) Early Learning Alliance is a collaborative group of early learning partners, including parents, providers, educators, child care professionals, community agencies, and institutions of higher education. Members meet regularly to co-create and support the implementation of California’s UPK Mixed Delivery System and to receive programmatic updates from the Solano County Office of Education (SCOE) Early Learning Department. 
 
California’s UPK Mixed Delivery System is a statewide initiative designed to ensure that all 4-year-olds, and an increasing number of 3-year-olds, have access to high-quality early learning experiences prior to entering kindergarten.  The Solano County Office of Education serves as the lead agency for coordinating and implementing the UPK Mixed Delivery System. SCOE supports UPK across multiple settings, ensuring families have access to options that best meet their needs, including:
 
  • Transitional Kindergarten (TK) in public schools
  • California State Preschool Programs (CSPP)
  • Head Start and Early Head Start
  • Family Child Care Homes
  • Center-based child care programs
  • Family, Friend, and Neighbor caregivers

The Solano UPK Early Learning Alliance advances a high-quality early learning system that supports the community, promotes family choice, and improves outcomes for all children and families.
 
Vision
All children in Solano County, regardless of background or ability, are equitably supported and included in pathways to lifelong learning.
